April 18

Deputy spoke with complainant via phone who stated he had been receiving mail addressed to listed offender for over a month, which was to include banking and tax information. C/p stated he called the bank and was informed that the offender did have an account using c/p’s address. C/p was also informed that the address was also on offender’s driver license. C/p stated he did not know offender but he knew offender had never lived at the residence and he knew all previous owners of the residence. C/p requested a report be made and for deputy to speak with offender. Deputy was able to get offender info from past reports and attempted to make contact with the phone number listed but was no longer in service.

Deputy spoke with victim by phone who stated he needed a report in reference to a lost tag. Victim stated he did not have the tag number but had the VIN to the vehicle it was registered to. Victim provided VIN and it was run through NCIC and returned as being registered. Victim stated he needed the loss report in order to acquire a new tag.

April 19

Deputies responded to GL Smith Park in reference to an altercation.

Deputies responded to Summer St. in reference to shots being fired. Deputies met with c/p who stated he heard around seven or eight shots at the neighbor’s house and then observed a vehicle speed off right afterwards. Deputies attempted to make contact with the resident at the suspected location that shots were supposedly fired from but did not get anyone to answer the door. Deputies searched the yard in attempt to find shell casings but did not locate any.

Deputy was dispatched to US1 Bypass for a vehicle in the ditch. Vehicle was located and deputy observed that it had been involved in a rollover collision. Deputy made contact with two occupants and dispatched for EMS and GSP. Driver was airlifted and the passenger was transported by EMS.

Deputy responded to US 1 South for a female getting attacked by a dog. Dispatch stated the female was screaming and upon arrival, the female was rolling around on the ground with a baseball bat in hand. Deputy asked if she wanted EMS and she stated the dogs never touched her. Suspected dogs were not in the fenced in area but deputy did observe one jump the fence into complainant’s yard. C/p had small dogs and it appeared that they were getting along with the suspect dogs. When c/p noticed the dogs were socializing aggressively, she ran all the way across the yard screaming with the bat in hand. Prior to the female getting to the dogs, suspect dog jumped back over the fence. Suspect was not home but the dogs were secured by a neighbor. Deputy did observe the suspect dogs going under the fence that surrounded the suspect’s residence.

Deputy received a telephone call who reported she was concerned about dogs belonging to suspect on Lewis Rd. Complainant explained that suspect owns appx. 15 pit bulls which were once used for fighting and they are allowed to roam freely and sometimes were aggressive toward other animals and people. C/p stated that the dogs appeared to be under nourished and there are marks on them as if hey have been abused. Deputy was advised that a neighbor of the suspect had called the SO in the past due to the dogs entering her property. Witness stated she witnessed the dogs being aggressive. C/p requested that someone check on the animal’s welfare.

Deputy received a report from complainant in reference to an animal attack. C/p stated she was walking her dog on a leash and a bulldog that has been roaming the area attacked her dog. C/p advised she believes the dog belongs to a male subject that lives a few houses from her on St. Galilee Rd. C/p wanted a report and possible follow-up from Animal Control.

Deputy talked with complainant over the phone who stated her family owns property on the west end of Emanuel County and a timber crew was cutting timber and saw where someone has been dumping used tires and advised that no one lives on the land.

Deputy talked with complainant over the phone who stated he lost his tag.

Deputy met with complainant at the ECSO who stated she previously lived on McGarrh Mill Pond Rd. with offender but moved out in March. C/p stated she had belongings that were left there, which she planned to move at a later time, and she has been attempting to contact offender to set up a time to get her belongings and he will not give her a day or time to do so. C/p stated she made contact with offender on 4/18 about getting her things and he advised that her property was no longer at the residence and will no longer respond. C/p then stated she is unsure if this meant the items had been disposed of or sold. Property was advised to be valued at appx. $500.

April 20

Deputy observed a vehicle on the side of the road with front end damage and notified 911 that he would be out the vehicle. He then ran the tag and noticed a bullet hole in the hood of the vehicle and the steering column and ignition were damaged. Some fishing rods and a rifle were observed in the back seat. Due to the suspicious nature, deputy had 911 dispatch a rollback to pi ck the vehicle up. While the vehicle was being loaded on the rollback, the owner arrived and was advised of what was going on and about the rifle being in the back seat and she stated it was her husbands. Deputy then asked if it would be ok to check the rifle to make sure it was not stolen and she stated that would be fine. The rifle came back no record and was turned over to the owner of the vehicle.

Victim stated his neighbor keeps harassing him and his wife, and bent over a property marker on his property for spite. C/p also stated the neighbor walks across his property after being told several times not to and it has been an ongoing problem for a while.

April 21

Deputy was patrolling the area of Hwy 80 East when he observed a vehicle driving 71 MPH in a 55 MPH zone, at which time he initiated a traffic stop. Upon approaching the driver, deputy informed her of why she was being stopped and asked for her license. Offender’s license came back suspended and was informed of the finding and she stated she had just gotten them back on 2/1/22. Deputy then returned to his unit and observed the GCIC return that showed the latest suspension was for repeat GA serious commercial with a suspension date of 2/28/22. Deputy then contacted 911 via radio and asked dispatchers to confirm the suspension, at which point they did. Deputy then returned to the vehicle and informed the driver of what was going on and asked her to step out of the vehicle. Deputy waited for someone to arrive to retrieve the vehicle and her child. Offender was transported to EmCo Jail for driving on suspended license.

Complainant stated her vehicle tag was lost.

Deputy was dispatched to Quail Ridge Apts. And met with complainant who stated when he got home from work, he noticed his car had been vandalized. Two tires on the passenger side were flat and the car was scratched on the passenger side. C/p stated he had no idea of who might have done this.

Deputy met with two complainants who advised that one of two victims had been disciplined with permission from victim’s father. C/p advised that she popped the victim on the leg after repeatedly telling him to stop kicking her backseat. While deputy was speaking with the two c/p’s, another deputy was at the Jail speaking with the other party about the incident. The other party, which is the mother of the victims, advised deputy that the victims had been slapped by complainant during the father’s court order child custody agreement. Through the initial field interview, deputy saw no signs that cruelty to children had been committed and had the two c/p’s fill out voluntary statement forms.

Deputy responded to a resident in reference to a report of harassing communications.

April 22

Deputies were dispatched to Stevens Crossing in reference to an altercation. Upon arrival, deputy spoke with complainant who stated the offender was hired to do a job for him on his residence and offender was staying there for three days to complete the job but hasn’t completed the job and wants him gone. C/p stated offender got in his face and threatened him. C/p pulled his weapon and told offender to get out of his residence and offender stated he had no way to leave because he would have to get a ride. Deputy transported offender the jail to sit in the lobby until his ride could pick him up. C/p didn’t want to press any charges.

Deputies received a call in reference to an individual attempting to break into a vehicle. Due to the distance from the location, SPD was asked to assist. SPD officers responded to the residence, as well as the area and had negative contact with anyone besides the home owner.

Deputy took a report over the phone from complainant who stated his ex-girlfriend has been harassing him on Facebook and by phone. C/p stated offender is posting pics of his daughter on Facebook and constantly harassing him and it’s stressing him and his family out;

Deputies responded to Hwy 80 W. in reference to an animal collision. Occupants had minor complaints of pain due to the air bag deploying and were evaluated by EMS. Complainant advised she struck a deer, causing major front-end damage to her vehicle.

911 dispatched deputies and EMS to Scarboro Church Rd. in reference to offender hearing voices. Deputy was met by offender who was waiting on the front porch and advised that voices in his head were telling him to hurt himself and other people. Deputy spoke with witness and victim who advised the victim was struck four times by offender with his fist. Offender had a prior conviction for simple battery family violence and was transported to EMC for evaluation.

Deputies were flagged down at Burger King where complainant stated his girlfriend’s ex-boyfriend had been calling his work place and threatening to beat him up. C/p only knows offender’s first name and stated he lives in a rehab housing. C/p wanted a report generated in case the problem continues.

April 23

Deputy was called to a report of burglary alarm going off on Hwy 192 South. Upon arrival, deputy checked the house and everything looked secure. There was nobody home at the time.

April 24

Deputies responded to Ollifftown Rd. in reference to an intoxicated female that was being irate and trying to fight people on scene. Upon arrival, deputies discovered that a wedding event had taken place and complainant stated his wife/offender was intoxicated and started to be very irate and started to hit on him. C/p then stated offender locked him out of the cabin and the arguing continued in the presence of their minor children. C/p then stated offender got mad at her mother/victim and pushed her on the porch and knocked her down. Offender was very intoxicated and was taken into custody for disorderly conduct and transported to EmCo Jail. Victims did not want to press charges for battery.

Deputy met with complainant at the Detention Center in reference to a domestic dispute that was said to have occurred earlier in the morning on Hwy 1 South. C/p advised that she and suspect do not live together and he showed up at her residence during which time both parties got into a heated dispute that turned physical. C/p stated the door to the residence and her cell phone were damaged as a result of the dispute. C/p also stated that she dropped her kids off with suspect the day prior in Alma and suspect refused to return them to her in Emanuel County after the incident. At the time of the interview, c/p did show signs of a physical struggle that consisted of minor redness on her neck and shoulder.

Deputy observed a vehicle traveling 70 MPH in a 55 MPH zone, at which time he initiated a traffic stop. The driver immediately jumped out of the vehicle once he came to a stop and informed deputy why he was getting out of the vehicle and stated he thought he was told to get out. Deputy asked the driver for his license and he informed deputy that he did not have a license and has been playing games with FL trying to get them back. Deputy gathered the driver’s info and ran it through GCIC to find that his license are suspended and had not had a license since 2008 with numerous suspensions. Deputy returned to the drive and informed him that he was being placed under arrest for driving on a suspended license. Driver was transported to EmCo Jail without incident.

Deputy responded to Hwy 80 West in reference to a vehicle fire. Upon arrival, the vehicle was completely on fire and no injuries were reported.

Deputies responded to Ehrlich Farm Rd. in reference to an animal collision. Complainant struck a deer causing minor front-end damage.

Deputies responded to Longbay Dr. in reference to a possible structure fire and discovered the home owner was burning a small pile of limbs in his backyard.

April 25

Deputy was dispatched to Hwy 80 East near Twin City and met with complainant who stated while he was driving his son to school, their dog jumped off the back of the truck and he wanted to make a report about their dog being missing.
