District Attorney Fitzner announces promotions

During his first staff meeting of 2024, District Attorney Tripp Fitzner announced promotions within the office’s investigative branch. Before going into routine business, DA Fitzner swore Investigators Rocky Davis and Leah Moats in to their new roles.

Rocky Davis was sworn in as the Chief Investigator of the District Attorney’s Office. He has been a member of the office since September of 2020 and was the first employee hired by the then newly elected Fitzner. As Chief Investigator, Davis will be responsible for conducting and supervising the investigations and trial preparations of felony cases within the five counties of the Middle Judicial Circuit. Davis has been a certified peace officer for the State of Georgia for 24 years, serving most of that time in various roles at the Emanuel County Sheriff’s Office.

Leah Moats was promoted to Senior Investigator of the District Attorney’s Office. She has worked with the office as an Investigator since 2008, with prior service as a member of the Washington County Sheriff’s Office. In her new role, Moats will serve as a mentor to the office’s investigative staff while continuing to investigate felony cases brought to the district attorney’s office by area law enforcement.

In a statement, District Attorney Fitzner stated “We have not had a Chief Investigator since spring of 2023 due to the passing of Allen McCall. During that time, I have kept the position open and Rocky has earned this opportunity. We have an outstanding and talented group of people working at the District Attorney’s Office, and we will continue to fight for victims and for the pursuit of justice. “
