The Swainsboro City Council met in a called session Monday evening, December 15, at 5:30 p.m., opening with a prayer of invocation by Ronald Moore followed by the Pledge of Allegiance.

Council approved minutes from the December 1 meeting in a unanimous 6-0 vote before turning to a series of agenda items, most of which were tabled for further discussion in January.

Old Business

Fire Truck Purchase: The council discussed acquiring a new fire truck but delayed action until January to await bids.

City Attorney Hiring: Debate arose over applicants Travis Foreman and current attorney Jon Levis. Councilperson Bobbie Collins questioned why Levis’ application was reconsidered after a prior 4-2 vote against him. Councilperson Lafonda Kelly noted another applicant may have submitted materials in November, though City Administrator Herman Middlebrooks said he had not received them. After extended discussion, the matter was tabled.

Landscaping Contract: In one of the evening’s few decisive actions, council voted unanimously to renew Southern Landscaping’s contract for $210,000.

New Business

Love Yourself 5K Road Closures: Police Chief Ashley Riner outlined the proposed race route but raised safety concerns. Council directed Riner to work with organizers on alternatives, tabling the request.

City Administrator’s Contract: The contract was tabled in a 4-2 vote, with Councilpersons Julian Sconyers and Johnny Ray Stafford opposed.

Property Purchase: Council unanimously approved buying property adjacent to the Karrh Center for $70,000.

While the council moved forward on landscaping and property acquisition, most major decisions—including the fire truck purchase, city attorney hiring, 5K road closures, and the administrator’s contract—were postponed until January.

This is the last meeting for Mayor Greg Bennett and Councilpersons Bobbie Collins and Johnny Ray Stafford. Newly elected mayor, Lillie Brown will take office January 1, 2026, along with Councilpersons Brad McKenzie and Tjuna Culbreth.
