Officers with the Swainsboro Police Department (SPD) reported…

February 10
SPD received an email in reference to elder abuse. According to the report, victim had been visiting the bank on several occasions with his daughter withdrawing money from his account. It states that the last time victim visited the bank, his daughter was with him to withdraw money and when asked what the withdrawal was for, victim’s daughter would speak for him. It also stated in the report that the victim looks confused as if he did not know what was taking place. His actions had the clerks concerned and believed the daughter was taking advantage of the victim. Victim opened an account in Nov. and listed his daughter as an authorized signer, but in Dec. victim removed her from his account.

February 14
Officer was responded to Freedom St. for the purpose of a stolen AC unit. Officer made contact with complainant who informed him that the unit wasn’t stolen but it was installed without his knowledge and that someone had turned on the power to the property. C/o wanted a report stating that someone had went in the house and took the AC unit that was inside the house and installed it behind the house and turned the power on.

February 17
Officers were dispatched to S. Central St. in reference to multiple entering autos that occurred.

February 18
Officer responded to Colegrove Rd. in reference to family violence. Upon arrival, officer met with complainant who stated that his girlfriend was fighting with him and pulled a knife out on him causing him to jump out his window to get away. Officer then spoke with the girlfriend who stated c/o had been out all day and when he got home, he wanted her to go get the kids something to eat but she was already in the bed. She stated that he then began to curse her out and they began to tussle, at which time she threw a candle that was in a glass container at him, shattering it all over the floor and that she went to the kitchen and shook the drawer full of knives and other silverware, throwing them all over the floor to scare him. While all of this was going on, there were 3 children present who also stated they seen all of this occur, at which time officer informed both parties about the family violence act.
Officer responded to Hall’s Minit Mart in reference to a glass break alarm. Upon arrival, officer observed that the drive-thru window was pushed in. It appeared that the cash register drawer was missing. Officer observed several pieces of change leading from the area of the cash register to outside the window. A footprint on the glass was also observed. Officer Maya arrived on scene and latched onto the scent and began tracking. The cash register drawer was recovered on Jackson St.
Complainant turned in a wallet that was found in a parking lot.
Officer was dispatched to Lambs Bridge Rd. in reference to a male at the residence wanting to make a report of a female going against a restraining order in place. Upon arrival, contact was made with c/o who stated that offender had a TPO against him but had been contacting him through text message and messenger. C/o also stated that he was told by the judge to contact police is offender contacted him.
Officer was informed of a stolen vehicle being in the WalMart parking lot. Officer arrived on scene and located the vehicle. No one was inside the vehicle and the doors were unlocked. Vehicle was towed.

February 19
Complainant made a report stating that he lost his wallet at Enmarket.
Officer responded to the area of E. Main St. in reference to a reckless driver I a dark colored vehicle. While in route, officer was advised that the vehicle was in the ditch across from Daniels Chevrolet. Officer made contact with the driver who stated he was using the shoulder of the road to turn around and the vehicle slid into the ditch. Upon running the tag info, it was discovered that the vehicle was uninsured.
Officers responded to Birds in reference to a burglary Upon arrival, officers met with complainant who stated that someone broke into his business and stole the cash register which contained $50. Upon closer inspection, it was found that the back door was pried open and the meter box used by Georgia Power was destroyed. Also missing was the camera system hard drive and a Bluetooth speaker. The cash register was discovered behind the business with no cash inside and the Bluetooth speaker was located near Hall’s Minit Mart.
Officer responded to Gumlog Rd. in reference to a fight. Complainant stated that offender stopped her and asked if she had some drugs to buy. C/o got upset with offender and asked her if she looked lieka drug dealer and that’s when offender went to scratching c/o, and left walking.
Officer was dispatched to S. Main St. in reference to a domestic dispute. Upon arrival, officer spoke with complainant who stated he and offender were having a verbal altercation over change and a missing wallet. Offender reported she and c/o have been in a relationship for seven years and that the c/o was recently hospitalized, and that she informed him that she was getting change out of his car. C/o reported that he left his wallet inside his car and when he returned from the hospital, his wallet was gone. Officer verified that offender had an outstanding warrant and was placed under arrest.
Officer was dispatched to Claxton Appliances in reference to a damaged vehicle. Complainant stated she discovered her left rear window was busted out and believes that a pellet rifle was utilized to damage the window.
Officer responded to Kiddie Kampus for the purpose of a theft report. Complainant stated that she had an employee stealing money from the drop box where parents drop money for daycare. C/o showed officer 2 videos where offender had gone over to the drop box and was doing something in the area but it was unclear what she was doing. C/o stated when she went in to work, the drop box was propped open with a ruler and there were envelopes on the desk. She also stated this had happened 2 other times but didn’t know who was responsible.

February 20
Officer observed a male subject walking down the side walk and was known to have his name brought up in several of the recent burglaries and several citizens have stated they were looking for him for recent thefts. Officer stopped and spoke with offender. As offender approached officer, he could hear what sounded like a pill bottle rattling. Offender had his hands in his pockets and officer asked if he would take his hands out of his pockets, at which time offender complied. As offender removed his hands from his pockets, officer could see he had a pocket full of pill bottles. Officer mentioned the pill bottles and offender stated they were his cousins and began to look around as if he was about to flee. Offender then heard officer call for another unit and stated he don’t need a charge, to take the pill bottles. Officer immediately felt something wasn’t right and had reached probable cause. Officer shined his flashlight into offender’s pocket and could see the name on the bottles. Offender was placed under arrest and taken in for questioning. Offender stated he is in a bad way and needs help. Stated he is strung out and homeless, sleeping in abandoned houses. He further stated the pills were left on the owner’s porch for him to pick up and take somewhere for him to get paid for the delivery. Offender also admitted to the burglaries at Birds and Hall’s.
Officers were dispatched to W. Main St. in reference to an unresponsive male. While in route, dispatch advised patrol units to disregard and that the complainant was going to be taking the subject to the hospital by private vehicle. Officers continued to the residence because it was so close to where they were. Upon arrival, officers exited the vehicle and there was a crowd of about 20-30 people cursing at officers asking why they were there because it took them too long and the victim was gone to the hospital. Officer then verified that it took them 2 minutes from the time of the call to get to the residence. Officer attempted to explain to the subjects that units responded when the call was dispatched and they continued to argue and be irate towards patrol units. Victim’s name and in formation was unknown due to family/friends not being cooperative and refusing to give any further information.
Officer was patrolling the area of W. Main St. after a string of burglaries when contact was made with offender. Offender was run via 911 to log him on foot and it was learned that he was wanted to a probation violation.

February 21
Officer observed a vehicle fail to maintain lane so he ran the tag and was informed that the vehicle did not have a registration or insurance, at which time he initiated a traffic stop. Upon officers approach to the vehicle, the driver informed officer that she had the money and was taking care of the insurance tomorrow. Officer confirmed that the registration had been suspended since Nov. and requested a wrecker.
Officers responded to W. Moring St. in reference to a criminal trespass. Upon arrival, complainant stated her wheelbarrow was swapped for a different one and believes it to be a known subject. C/o also advised that she googled her phone number and it shows that the phone number belongs to known subject but it does not. She also advised that her internet wires below her house have also been moved around and she believes someone is living under her residence.
Officers responded to Short St. in reference to an abandoned vehicle in the ditch. Upon arrival, officers noticed a vehicle halfway in the ditch with the passenger tires on the roadway obstructing the flow of traffic. Officer called for towing.
Officer took a report stating that offender walked into her home where she had her door open and was asking for food. C/o told offender to leave a couple of times and when she started to take out the trash, she told offender to get out of the way and she tried to push him out of the way. At that point, offender threw a piece of chicken at c/o and started to choke her. C/o stated offender was fighting her doing anything he could to her. C/o stated her 2 kids were in the house with 3 other kids. C/o also stated offender threw down and tore up anything he could, and he cracked the screen on her phone.

February 22
Officer was asked by a fellow officer to go to the bypass and attempt to locate a vehicle due to an active warrant. Officers, along with GSP and ECSO located the vehicle. Officer conducted a traffic stop and was able to take offender into custody without incident.
Officers were dispatched to Lewis St. in reference to a dispute. While in route, officers noticed offender walking away from the building and got out with him. He stated complainant only called because he didn’t have any money to give her. Complainant stated offender was following her and she walked to the address and went inside. While inside, offender stood outside hollering at her to come out and she refused. She stated when he was told the police were on their way, he walked off.
Officer was dispatched to W. Main St. in reference to a suspicious male. Upon arrival, officer spoke with complainant who advised that she saw a male subject wearing a black jacket with a white hat walking in her yard. C/o stated she then saw him walk behind some trees in her yard a d a few seconds later, start running from behind the trees headed west on W. Main St. Officer located a male fitting c/o’s description and identified. Offender had an active warrant through Johnson County.
Officer was dispatched to Dollar General in reference to a male shoplifter. Offender told officer that his shoplifting is a sickness and he is going to keep shoplifting when he gets out.
Complainant stated she takes care of her daughter and her granddaughter took her daughter’s phone.
Officer was dispatched to Turner Dr. in reference toa female calling stating she needed police at the residence, then hanging up. 911 was not able to get back in touch with the caller. Upon arrival, complainant stated that her and her husband had been in an argument and he pulled the handle off her vehicle and her children were in the vehicle when it happened. Officer then made contact with offender who stated c/o woke him up looking for a watch that she accused him of taking. Offender went to the car to look for the watch and when he pulled the handle, it fell off and it wasn’t intentional.

February 23
Officers were dispatched to an alarm on Church St, but they could not gain entry through the gate as there were approximately 10-12 dogs inside the fence barking. Officers went back in service due to nobody being at the scene to let them in the gate. There is also a gross number of items outside the residence and inside the fence that possibly goes against code enforcement. 
Officer was dispatched to a bank in reference to counterfeit checks being passed. Officers spoke with the branch team leader who provided the officers with a summary of checks that were passed. They attempted to call the person of which the checks belonged too, but was unsuccessful. 
Officers were dispatched in reference to shoplifting at a local store. The items were taken back to the store. A detailed list and receipt were printed off with a total value of $495.89 for all of the stolen items. 
Officer was exiting the SPD parking lot and noticed a male subject that he knew had probation. The sergeant pulled up and asked the subject to come speak with him about his probation. Subject stated he was not on probation and that the warrant was wrong. The sergeant tried to correct him, but was told by the subject to “leave him alone” and he kept on walking. Officers exited the vehicle and attempted to handcuff the subject, as he actively resisted trying to pull away. The subject was warned that is he resisted arrest he would be tased. The officers were able to put him to the ground, arrest him, and transport him to the Emanuel County Jail. Officers nor subject were injured.

February 24
Officers were dispatched in reference to a fight that had already occurred with a male subject laying in or near the roadway choking on his own blood and unresponsive. EMS arrived and escorted him to the rear of the ambulance. Witnesses state they saw two male subjects in the roadway in a physical altercation. One male drove off in a gold SUV while the other male fell to the ground and appeared to be having a seizure. The male that appeared to be having a seizure was flown out due to being unconscious and other health reasons. Officers state warrants will be pending for the other male. 
Officers were dispatched due to a young  male knocking on doors asking for money. 
Officers responded in reference to a report of a theft of a hoodie. Complainant states she knew it was her hoodie because it was custom make and had her logo on the bottom left of the hoodie. She took a picture of the male who stole the hoodie, but his face was covered. He threatened her by saying, “My wife likes to fight.” 
Officers noticed a vehicle traveling without any lights on and they pulled them over. Driver did not have a license and has never had one. Officer smelled marijuana from the vehicle and asked the driver if he had any on him. The driver stated he did not and offered the officer consent to check the vehicle. The driver was asked to step out so he could be pat down for weapons and the officer immediately found a pill bottle with marijuana inside of his front pocket. 
Officers met with complainant who stated that a particular school bus pulled out in front of her and did this multiple times last year. Reported for informational purposes. 
Officers responded in reference to a harassment report referring to a fiancé’s ex-girlfriend and the mother of his children. 
Officers were dispatched in reference to a burglary. Complainant states when she got there the front door had been opened by prying back the lock on the exterior door. The only thing they noticed missing was a change machine. Officers were dispatched in reference to a damaged vehicle. Damage was to the front of the bumper. Officers state there was an odor of deer collision, but the owner stated she had not hit a deer and no other person has driven the car. 

February 25
Officers responded in reference to an unwanted boyfriend at her residence. She was informed she would have to go through an eviction process. 
Officers responded to a call in reference to a report of harassing communications. Stated that an unknown person called her phone multiple times threatening to harm her. Caller sounded like a male trying to disguise their voice and calling from a blocked number. 
Officers were dispatched in reference to a dog at large. Officers advised the offender about the leash law. 
Officers were directed via telephone about an abandon structure. They shattered the glass entry door and proceeded in order to meet the complainant. After walking through the structure, the complainant behind the building informed them that two makes suspects recently entered and have not left. The officers thoroughly searched the building again, but did not locate anyone inside. 
Officers were dispatched in reference to a missing person. Complainant stated that his mother walked away wearing a green gown. Sargent made preparations to being a track in order to locate the missing person. While performing the search, complainant made contact with an officer and stated that his mother may be at her brother’s residence. Officers drove there and made contact with the victim. Victim appeared to be in good health and not in need of any medical attention.
