with 10-foot shoulders (6.5-foot paved). Traffic on the existing bridge will remain open for the duration of the 9 month construction process.

NOTICE OF DRAFT TITLE V OPERATING PERMIT

To All Interested Parties:

The Georgia Environmental Protection Division announces its intent to issue a Title V Air Quality Operating Permit to LJR Forest Products. The facility is located at 1377 Old Nunez Road, Swainsboro, Georgia. The primary purpose of this permit is to identify and consolidate existing State and Federal air requirements applicable to LJR Forest Products and to provide practical methods for determining compliance with these requirements. The Georgia Environmental Protection Division (EPD) is preparing Title V Operating Permits in accordance with Title V of the Clean Air Act. This permit will be enforceable by the Georgia EPD, the U.S. Environmental Protection Agency, and other persons as otherwise authorized by law.

The facility manufactures wood pellets.

The draft permit and all information used to develop the draft permit are available for review. This includes the application and all other relevant materials available to the permitting authority. This information is available for review at the office of the Air Protection Branch, 4244 International Parkway, Atlanta Tradeport - Suite 120, Atlanta, Georgia 30354. Due to the COVID-19 pandemic, all visits to EPD’s offices are by appointment only. Copies of the draft permit, explanatory narrative, and associated permit application may also be requested by contacting Eric Cornwell, Eric.Cornwell@dnr.ga.gov.

You are hereby notified of the opportunity to submit written public comments concerning the draft Title V Air Quality Operating Permit. Persons wishing to comment on the draft Title V Operating Permit are required to submit their comments, in writing, to EPD at the above Atlanta Air Protection Branch address, or via email [preferred] to epdcomments@dnr.ga.gov (email comments must include the facility name and “Air Permit” in subject line). Comments must be received by the EPD no later than 30 days after the date on which this notice is published in the newspaper. (Should the comment period end on a weekend or holiday, comments will be accepted up until the next working day.) The Division, in making its final decision to issue the Title V permit, will consider all comments received on or prior to that date.

Any requests for a public hearing must be made within the 30-day public comment period. A request for a hearing should be in writing and should specify, in as much detail as possible, the air quality related issues that constitute the basis for the request. Where possible, the individual making the request should also identify the portion(s) of the Georgia Rules for Air Quality Control and/or the Federal Rules that the individual making the request is concerned may not have been adequately incorporated into the draft permit. If a public hearing on the draft Title V Operating Permit is to be held, the date, time, and location of the hearing will be provided in a subsequent, separate public notice. At that hearing, anyone may present data, make a statement or comment, or offer a viewpoint or argument either orally or in writing concerning the draft Title V permit. During the Division’s decision-making procedures to issue the Title V permit, any information received during a public hearing will be considered together with information received during the comment period. During the current COVID-19 pandemic, the Division will only conduct public hearings in “virtual” format using Zoom meeting applications.

Following this 30 day public comment period, the draft permit will undergo a 45 day review by U.S. EPA in accordance with 40 CFR 70.8. Information pertaining to U.S. EPA’s review period can be found on their website at http://www.epa.gov/caa-permitting/georgia-proposed-title-v-permits.

After the comment period has expired, the EPD will consider all comments, make any necessary changes, and issue the Title V Operating Permit. Copies of the final Title V Operating Permit, comments received, EPD’s responses to comments, and any other relevant information will then be made available for public review at the office of the Air Protection Branch by appointment only during the COVID-19 pandemic. A summary of comments and any changes made to the final permit will be found in an addendum to the narrative. A copy of this narrative and the final Title V permit will be added to the information already available at the internet address given above.

ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF

HIGHWAY 297 INDUSTRIAL PARK

SEWERAGE SYSTEM IMPROVEMENTS

EMANUEL COUNTY DEVELOPMENT AUTHORITY

Sealed proposals will be received by the Emanuel County Development Authority at 102 South Main Street, Swainsboro, Georgia, 30401 until 1:00 p.m. local time, Friday, July 16, 2021 at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period 60 days.

All Bidders must have a State of Georgia Utility Contractor License and must employ a state “Utility Manager” certificate holder who will have oversight of all the work.

The work to be done consists of furnishing all materials, equipment and labor for the construction of:

Division One – Force Main

Install approximately 10,717 L.F. of 6-inch PVC force main, 3 combination air and vacuum release valves and manholes, approximately 60 L.F. 12-inch steel casing and 150-LF 18-inch steel casing by jack and bore, stormwater monitoring and appurtenances.

Division Two – Sewage Pump Station

Construction of one duplex submersible raw sewage pump station including wetwell, piping, electrical, submersible pumps, grading, access drive, Mission SCADA, grassing, fencing and appurtenances.

Time allotted for construction is 180 consecutive calendar days for substantial completion and 210 days for final completion for both divisions. Proposals for the complete work in one or more general contracts shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.

The work to be performed under this contract (EDA 04-79-07368) is on a project partially funded with Federal funds from the U. S. Department of Commerce, Economic Development Administration and therefore is subject to Federal laws and regulations associated with that program.

All proposals shall be accompanied by a Bid Bond drawn in favor of the Emanuel County Development Authority, in the amount of at least 5% of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the Emanuel County Development Authority. Each bond shall be equal to 100% of the contract amount. The Bid Bond shall be forfeited to the Emanuel County Development Authority as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within 10 days after being notified that he has been awarded the contract.

Drawings and Specifications are open to public inspection at the office of the Emanuel County Development Authority and at the offices of Turnipseed Engineers in Augusta and Atlanta, Georgia. Copies of the plans and specifications may be obtained from Turnipseed Engineers, 4210 Columbia Road, Building 3, Augusta, Georgia 30907, upon receipt of $350. Additional reduced drawings are available for $175. Digital copies of the documents are not available.

Upon receipt of all documents in undamaged condition within 30 days after the date of opening of bids, half of the deposit will be refunded.

The difference between the deposit and the amount refunded represents the cost of reproduction. No refund will be made for documents received after 30 days or in damaged condition.

The Owner reserves the right to reject any or all bids and to waive informalities.
