Sealed BIDS for the 2021 LMIG Safety Action Plan Project will be received by Candler & Emanuel County at the Candler County Commissioner’s conference room located at 1075 E. Hiawatha St., Suite A, Metter, GA until 2:00 PM, Local Time on August 24, 2021, and then at said office will be publicly opened and read aloud at a location deemed appropriate by the County Administrator. The project includes the restriping and replacement of all road signs along Lambs Bridge Road from the City of Swainsboro to the Candler County line at HWY 23 for 10.5 miles. In addition, it includes the restriping and replacement of all road signs along Rosemary Church Road from Emanuel County at HWY 23 to the City of Pulaski in Candler County for 15.5 miles. The total project length is 26 miles.
The CONTRACT DOCUMENTS may be examined at the following locations:
1075 E. Hiawatha St., Suite A, Metter, GA and 101 North Main St., Swainsboro, GA.
An optional pre-bid conference will be held at 2:00PM on August 12, 2021, at the Emanuel County Board of Commissioners Building at 101 North Main ST. Swainsboro, GA. For those not able to participate, meeting minutes will be provided to the plan holders. Project scheduling, coordination requirements, and questions of interpretation will be addressed at this time. The projects are being bid separately with the goal of awarding and administering the project for both Counties to one bidder. However, should there be any irregularities in the pricing each County may select the low bidder for their respective work. In either case separate contracts will be issued, and two separate bids must be submitted.
All bids must be accompanied by a Bid Bond in an amount not less than five percent (5%) of the Base Bid. Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract amount, will be required of the successful bidder. Bonds must be written by an acceptable Surety Company licensed to do business in the State of Georgia and listed in the Department of the Treasury, Circular 570, latest edition.
NOTE: Contractor and all subcontractors must obtain a business license in Georgia, be fully insured, and be a Licensed Contractor in the State of Georgia.
INSURANCE: Contractor shall maintain the following insurance (a) comprehensive general liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than
$1,000,000 per occurrence; and (b) commercial automobile liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than $1,000,000 per accident (c) statutory worker’s compensation insurance, including $1,000,000 employer’s liability insurance (d) employee dishonesty and/or crimes coverage with respect to personnel of Contractor having access to County buildings, with limits of no less than $50,000 per occurrence. All insurance shall be provided by an insurer(s) acceptable to the County and shall provide for thirty (30) days prior notice of cancellation to the County. Upon request, Contractor shall deliver to the County a certificate or policy of insurance evidencing Contractor’s compliance with this paragraph. Contractor shall abide by all terms and conditions of the insurance and shall do nothing to impair of invalidate the coverage.
The successful bidder shall secure and pay for all permits, assessments, charges or fees required in connection with the proposed construction. Answers to all questions shall be provided a minimum of 72 hours prior to the time of the bid.
All work to be performed under this project must be completed within 90 consecutive calendar days following receipt of Notice to Proceed.
Candler & Emanuel County reserves the right to reject any or all bids, including without limitation, the right to reject any and all nonconforming, non-responsive, unbalanced or conditional bids and to reject the bid of any bidder whom Owner believes would not be in the best interest of the Project to make an award to that bidder whether because the bid is not responsive, the bidder is unqualified, or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner .

has petitioned to be appointed administrator of the estate of GREGORY LEONARD CHANCE deceased, of said county. (The petitioner has also applied for waiver of bond, waiver of reports, waiver of statements, and/or grant of certain powers contained in O.C.G.A. § 53-12-261.) All interested persons are hereby notified to show cause why said petition should not be granted. All objections to the petition must be in writing, setting forth the grounds of any such objections, and must be filed with the Court on or before AUGUST 16, 2021.
