Board of Commissioners appoint Mercer to vacant Development Authority Chair

The Emanuel County Board of Commissioners convened for their regular monthly meeting on Tuesday, January 18, at 6 p.m. at the John C. Coleman Hotel. Chairman Jim Sherrod called the meeting to order and welcomed all. Invocation was then given by Commissioner Desse Davis and Commissioner Hugh Foskey led in the pledge of allegiance.

Minutes were presented to board members for review and were unanimously approved as presented.

In reference to old business…

• Discussion was entertained on an appointment needed to be filled on the Development Authority Board. The vacancy capacity was previously occupied by current Swainsboro Mayor Greg Bennett, who had to step down from this board after winning the recent election as Swainsboro mayor. The new appointment to this position will fill the vacant term set to expire in 2023. County Administrator L. Guy Singletary advised that he had only received one letter of interest from Jim Mercer. Commissioner James Canady made first motion for approval for Mercer to fill the vacant chair and was seconded by Commissioner Foskey. All remaining council voted accordingly.

In reference to new business…

• Discussion was held on a new inmate medical contact. Comments were heard from Major Nick Robertson, deputy sheriff with Emanuel County Sheriff’s Office. Commissioner Davis cast first motion for approval to enter into the inmate medical contract and Commissioner Keith Thompson seconded this action, with all remaining board members voting in favor.

• Commissioners then entertained pest control bids for county offices and facilities totaling to approximately 27 locations. Singletary advised that two bids were received after holding a mandatory pre-bid meeting for this project. Commissioners opted with the approval of the lowest bid submitted by Cingo at $5,280 per year.

• Lastly, Commissioners approved the adoption of a Hazard Mitigation Plan, a requirement of the county performed on a 5-year basis that requires a 25 percent match. Making first motion for approval was Commissioner Davis who was seconded by Commissioner Foskey. All remaining board members voted accordingly.

Administrator Update

• Singletary advised of recent contact made with the state and being assured that two crews would be sent to continue construction work on the county’s 911/first responder building project during the month of February.
