WHEREAS, heretofore on May 16, 2014, MICHAEL COLLINS  and BREANNA COLLINS did

execute and deliver to Thomas E. Rountree & Mrs. Velma Doris Rountree of the County of Emanuel, State of Georgia, a Deed to Secure Debt conveying the land described in Schedule “A” below; and,

WHEREAS,  notice has been given to MICHAEL COLLINS and BREANNA COLLINS as required by O.C.G.A. 44-14-162 through 44-14-163.4 (MICHIE 1982).

Notice of Intent to Construct the Wadley Primary – Northeast Emanuel 115 kV Transmission Line

Pursuant to O.C.G.A. § 22-3-160.1 you are hereby notified of certain rights afforded by law concerning a proposed 115 kV electric transmission line to be constructed in Emanuel County.  Georgia Transmission Corporation (GTC), along with other members of Georgia’s Integrated Transmission System, continuously monitor and assess the performance and capability of Georgia’s electric system.  A recent evaluation revealed that a new 115 kV transmission line is needed to increase electric reliability in this area. In order to address these issues GTC plans to construct a new 46kV line built to 115kV specifications from the proposed South Wadley Substation to the Northeast Emanuel Substation. Constructing this new approximate 12-mile transmission line will allow for the existing approximate 10 miles of transmission line between Wadley Primary and Sanford to be retired. The new route will mitigate access issues, reduce wetland exposure, and eliminate approximately 3.5 miles of radial exposure serving the NE Emanuel Substation.  A proposed South Wadley Substation is also currently under consideration in the vicinity of Artesian Street, Speir Street, and Algae Bioenergy Solutions in Jefferson County.

GTC will conduct a public open house meeting concerning this project in Emanuel County. The open house meeting will be held on January 17, 2019 at Piney Grove Missionary Baptist Church, 723 Wadley Coleman Lake Road, Midville, GA 30441. The meeting will be held from 6:00 – 8:00 p.m. You are invited to drop in whenever it is convenient during those hours.

The purpose of the open house meeting is to provide information regarding GTC’s intent to acquire easements for and to construct the Wadley Primary-Northeast Emanuel 115 kV Transmission Line for which the right of eminent domain may be exercised and to allow a reasonable opportunity for members of the public to express their views on the proposed project.  GTC representatives will be on hand to provide information, to receive comments and to answer questions about the project.

The general route of the approximate 12-mile transmission line will start at the proposed South Wadley Substation, then proceed south along an existing transmission line corridor, crossing U.S. Highway 1 to Fred Evans Road.   It will then travel in a southeasterly direction generally paralleling Fred Evans Road to Kennedy Road.   It will then travel southeast for a short distance along Kennedy Road, and then traverses cross country in a southeasterly direction to Old Coleman Creek Road/Watson Road, then south paralleling Watson Road to Wadley Coleman Lake Road, continuing east generally paralleling Wadley Coleman Lake Road before traveling south cross country to Old Savannah Road.   It will then travel east generally paralleling Old Savannah Road crossing State Route 56 to the existing Northeast Emanuel Substation.   The proposed transmission line is located in Georgia Militia Districts 57 and 1208 in Emanuel County, Georgia.

The transmission line will require easements 25 – 125’ feet wide.  In addition to the transmission line easement, GTC will also require rights to cut and remove dead, diseased and weak or leaning trees located within 10 to 30 foot “danger tree” easements located adjacent to the transmission line right-of-way. GTC may also seek to acquire 30-foot wide non-exclusive rights of access off the transmission line right-of-way to construct and maintain the transmission line. 

This preferred route was selected after consideration of existing land uses in the geographic area where the line is to be located, existing corridors, existing environmental conditions in the area, engineering practices relating to the construction and operation of the line, and costs relating to the construction, operation, and maintenance of the line.

The proposed construction approach for this transmission line is overhead construction using concrete or steel poles. This approach was chosen because it meets the engineering, construction, operational, environmental, schedule, cost, electrical, and reliability requirements of the project.  Alternative construction approaches considered but rejected were:

No Build/Take No Action: This option was rejected because it would seriously jeopardize regional electric reliability.

Completely rebuild the nearly 11 miles of 46kV transmission line between Wadley Primary Substation and Sanford Substation, as well as moving South Wadley Substation to the Live Oak – Wadley Primary 115kV line: This alternative reconstructs an existing pole line with limited access due to wetlands and does not reduce radial exposure to Northeast Emanuel.

Underground construction of the transmission line using buried cable in conduit encased in concrete: This approach was rejected because of greater environmental impact due to more soil disturbance than overhead construction, decreased reliability due to excessive restoration time and the lifetime cost of underground construction being significantly greater than the lifetime cost of overhead construction.

Representatives of Georgia Transmission Corporation will contact property owners that are directly affected by the construction of this transmission line.  Clearing for the transmission line is scheduled to begin in the second quarter of 2019.  It is scheduled to be ready for service by December 2020.
