From the office of Emanuel County Sheriff J. Tyson Stephens on May 10, 2018:
“To Whom It May Concern,
An advertisement for State Court Solicitor candidate Jess Clifton appeared on Page 2-A of the May 9, 2018 edition of the Swainsboro Forest Blade newspaper. In this campaign ad, a photograph was used that shows myself, Clifton and Governor Deal.
The photograph used in this ad was taken in Governor Deal’s office at the time Clifton was first appointed as State Court Solicitor by the governor. I was never asked by Candidate Clifton if my likeness could be used in his campaign ad. As your elected sheriff I am not permitted to publicly endorse candidates for other county offices, such as solicitor general.
Being included in this advertisement has created controversy as to the perception of an endorsement for Clifton and it is understandable that those who view it could see it that way. Therefore any perception of such an endorsement is inaccurate.
It appears that we have two qualified candidates for this particular position and I wish both of them great success in their endeavor.
J. Tyson Stephens”
