Emanuel County Board of Equalization Appointment

In accordance with Georgia laws, the Emanuel County Grand Jury is required to appoint members and alternate members to the Emanuel County Board of Equalization.

Any resident of Emanuel County having the following qualifications and an interest in serving on the board may nominate himself or herself for appointment by submitting a nomination to the Emanuel County Clerk of Superior Court, 125 South Main Street, Swainsboro, Georgia, 30401.

Qualifications:

1. Each person who is, in the judgement of the appointing grand jury, qualified and competent as a grand juror, who is the owner of real property, and who is at least a high school graduate shall be qualified, competent, and compellable to serve as a member or alternate member of the board. No member of the governing authority of a county, municipality, or consolidated government; member of a county or independent board of education; member of the county board of tax assessors; employee of the county board of tax assessors; or county tax appraiser shall be competent to serve as a member or alternate member of the board of equalization.

2. Within the first year after a member’s initial appointment to the board of equalization, each member shall satisfactorily complete not less than 40 hours of instruction in appraisal and equalization processes and procedures, as prepared and required by the commissioner. The failure of any member to fulfill the requirements of this subparagraph shall render that member ineligible to serve on the board; and the vacancy created thereby shall be filled in the same manner as other vacancies on the board are filled.

3. No person shall be eligible to hear an appeal as a member of a board of equalization unless, prior to hearing such appeal, that person shall satisfactorily complete the 40 hours of instruction in appraisal and equalization processes and procedures required by law. Any person appointed to such board shall be required to complete annually a continuing education requirement of at least eight hours of instruction in appraisal and equalization procedures, as prepared and required by the commissioner. The failure of any member to fulfill the requirements of this subparagraph shall render that member ineligible to serve on the board; and the vacancy created thereby shall be filled in the same manner as other vacancies on the board are filled.

Term of Office:

Members and alternate members of the Board of Equalization serve a three year term of office.  The term of office of persons appointed by the Grand Jury described herein shall begin on January 1st and end on December 31st, with exceptions for vacancies outlined by law.

ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF HIGHWAY 297 INDUSTRIAL PARK
ROAD AND DRAINAGE IMPROVEMENTS for the EMANUEL COUNTY DEVELOPMENT AUTHORITY

Sealed proposals will be received by Emanuel County Development Authority, 102 South Main Street, Swainsboro, Georgia 30401 until 2:00 P.M. local time, Thursday, April 12, 2018 at which time and place they will be publicly opened and read.  No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.

The Georgia Department of Transportation Standard Specifications, 2013 Edition and applicable Supplemental Specifications Book, 2016 Edition and Special Provisions apply to this project.

Utility Contractors License is not required for bidding.  Any utility work performed on this contract (including piping) must be performed by a contractor or sub‑contractor holding a valid State of Georgia Utility Contractors License and overseen by a state “Utility Manager.”

Work to be done:  The work to be done consists of furnishing all materials, equipment and labor for the construction of:

Road and drainage improvements including 4.70 acres of clearing and grubbing, approximately 40-L.F. of 24″ storm drain pipe, 10,807-S.Y. graded aggregate base course, 3,864-ton recycled asphalt concrete, pavement markings, grading complete, soil erosion control and grassing.  Time allotted for this work is 120 consecutive calendar days.

Proposals for the complete work in one or more general contracts shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.

All proposals shall be accompanied by a Bid Bond drawn in favor of the Emanuel County Development Authority, in the amount of at least ten percent (10%) of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the Emanuel County Development Authority.  Each bond shall be equal to one hundred percent (100%) of the contract amount.  The Bid Bond shall be forfeited to the Emanuel County Development Authority as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract.

Drawings and Specifications are open to public inspection at the office of the Emanuel County Development Authority; the office of Turnipseed Engineers in Augusta and Atlanta, Georgia and the AGC Builders Exchange in Atlanta, Georgia.

Copies of the plans and specifications may be obtained from Turnipseed Engineers, 4210 Columbia Road, Building 3, Augusta, Georgia 30907, 706-863-8800 Fax 706-860-0913 upon receipt of $250.  Additional reduced drawings are available for $150.

Digital copies of the documents are not available.

Upon receipt of all documents in undamaged condition within thirty (30) days after the date of opening of bids, one‑half of the deposit will be refunded.

The difference between the deposit and the amount refunded represents the cost of reproduction.  No refund will be made for documents received after thirty (30) days or in damaged condition.

The Owner reserves the right to reject any or all bids and to waive informalities.

State Board of Education Twelfth District Public Hearing

The State Board of Education will hold a public hearing for citizens in the Twelfth Congressional District on Tuesday, March 27, 2018.  The meeting will be held from 7:00 – 8:00 p.m. at Columbia County Commission Auditorium, 630 Ronald Reagan Drive – Building A, Evans, GA 30809.

The purpose of the hearing is to hear comments from interested citizens and educators within the congressional district regarding the performance and problems of public education.
